Express Vehicle Locators ("EVL," "we," "us," or "our") is a vehicle concierge service based in Texas. We operate the platform at expressvehiclelocators.com and all associated subdomains and applications. EVL acts as an authorized agent for customers seeking to locate, negotiate, and take delivery of vehicles. We are not a dealership, broker, lender, or manufacturer.

EVL never holds vehicle titles, funds, or inventory. All transactions occur directly between the customer and the relevant parties (dealers, lenders, trade-in buyers). EVL facilitates those transactions on behalf of the customer under a Limited Power of Attorney specific to each transaction.

Information You Provide Directly

• Contact information — name, email address, phone number, ZIP code
• Vehicle request details — make, model, trim, color, year, budget, purchase type (buy/lease/cash)
• Trade-in information — VIN, mileage, condition, payoff amount
• Financial preferences — budget range, financing intent
• Electronic signature — when signing service authorization documents
• Communications — messages, notes, and preferences you share with EVL

Information Collected Automatically

• Usage data — pages visited, time on page, clicks, search queries entered
• Device information — browser type, operating system, screen resolution
• IP address — used for general geographic location (state/region level only)
• Referral source — how you arrived at the EVL platform

VIN Decode Data

When you enter a VIN, we query third-party vehicle data providers to retrieve make, model, year, trim, and specification data. This VIN query is logged in our system and associated with your session.

• To locate vehicles matching your specifications on your behalf
• To negotiate pricing, fees, and terms with dealers as your authorized agent
• To obtain and present trade-in offers from buyers
• To shop your financing request to lenders
• To communicate updates, status, and deal details to you
• To generate and transmit your service agreement and authorization documents
• To improve the EVL platform and user experience
• To comply with legal obligations

We do not use your information for advertising, retargeting, or any purpose unrelated to your EVL service request.

4. How We Share Your Information

With Dealers — Only at Deal Approval

EVL never shares your identity or contact information with any dealer until you explicitly approve a final deal. During the search and negotiation phase, EVL communicates with dealers on your behalf without revealing your name, phone number, email, or location. Only after you approve a specific deal does EVL release the minimum necessary information to complete the transaction.

With Trade-In Buyers

If you use the EVL Trade-In service, vehicle information (year, make, model, mileage, condition, VIN) is shared with trade-in buyers (Carvana, CarMax, Vroom, and wholesale buyers) to obtain offers. Your personal contact information is not shared at the offer stage.

With Lenders

If you use the EVL Finance Shopping service, your credit profile and financial information is submitted to lenders on your behalf only with your explicit authorization.

With Service Providers

EVL uses trusted third-party service providers to operate the platform. These include vehicle data APIs, email delivery services, and cloud infrastructure. These providers are contractually prohibited from using your data for any purpose other than providing services to EVL.

Legal Requirements

We may disclose information when required by law, court order, or to protect the rights and safety of EVL, our customers, or the public.

We retain your personal information for as long as necessary to fulfill your service request and meet our legal obligations. Specifically:

• Active customers — data retained for the duration of the service engagement plus 3 years
• Completed transactions — transaction records retained for 7 years for legal and tax purposes
• Abandoned requests — data purged after 12 months of inactivity
• Electronic signatures — retained for 7 years as required by the ESIGN Act

You may request deletion of your data at any time (see Your Rights below), subject to our legal retention obligations.

Depending on your location, you may have the following rights regarding your personal information:

• Access — request a copy of the personal data we hold about you
• Correction — request correction of inaccurate data
• Deletion — request deletion of your data (subject to legal retention requirements)

• Analytics — we may use privacy-respecting analytics to understand aggregate platform usage (no personal identification)

The EVL platform integrates with the following third-party services. Each has its own privacy policy:

• MarketCheck API — vehicle inventory and market data
• Vercel — cloud hosting and infrastructure
• Email service provider — transactional email delivery

10. Children's Privacy

The EVL platform is not directed at individuals under the age of 18. We do not knowingly collect personal information from minors. If you believe a minor has submitted information to EVL, please contact us immediately at privacy@expressvehiclelocators.com and we will delete that information promptly.

EVL uses industry-standard security measures to protect your personal information, including encrypted data transmission (HTTPS/TLS), access controls, and regular security reviews. However, no method of transmission over the Internet is 100% secure. We encourage you to use strong, unique passwords and to contact us immediately if you suspect unauthorized access to your information.
